That is not a 1.8 skin file/format. I would suggest you go to http://www.minershoes.com and do the followings:

► Type in your username in the "Enter a Minecraft username i.g Honeydew".
► Hit "Import Minecraft.net Skin".
► Goto the middle of the screen you should see 6 boxes.
► Hit the second box on the bottom and there should be a "Download to Computer" button.
► Hit that, and your skin should download in a 1.8 format.
