This is not a thing anymore. Atleast when I bought Quantum in October I didnt get this. And didnt get the Signed card either. Just the in-game rank and the signed T-Shirt.

So can the builder rank silent join like the VIP? Treated the same way perks-wise? Or respect-wise?

I'm certain the perks are identical to the VIP ones. Someone correct me if I'm wrong though.
So yes they would have silent join.
