I NEVER thought i would have to do this when i started playing minecraft but it seems i must.

Were do i go to report someone?

I met a few people that... in short broke about 90% of the rules and a case could be made that they broke a few laws.
Just wondering were i go to summit a request they are banned. proof will be provided when needed

What types of rules did they break, if they were hacking or breaking any server rules, just report it here in the forums or pm an admin/mod. If they did theft of account. Serious stuff. Then that's Mojang's business. You can contact Mojang at (http://help.mojang.com/)
