You can't apply for map maker you have to make a map get it accepted then get it.
Its simple you have made a map you need to call it in the title your map name and when it gets accepted you can pick who gets map maker i think that will be you and then you'll get it.

In order to become a map maker you must submit a map, and have it be accepted by the Administration.
