If it has been more than I'd say 30 minutes, then tell him to screenshot the receipt that was emailed to him and contact support at [email protected] with his IGN in the email and they will guide him through the process of obtaining his rank in-game.

First of all, ask him to relog on the server in case he never logged off. That's the first step to obtain your donor rank in-game.
If this is not the case or he did not receive it yet 24 hours after the purchase, then please tell him to send an email to [email protected], provide his username and a receipt of his donor purchase. They are able to look into the issue and resolve it if needed.
