Who decides what maps get in?

Ok, so I recently posted a thread about my map, Rugged Lands. Now I am wondering who decides what map gets in and what doesnt. Also, who decides the chest tiers? I am sure everyone is wondering about this...
I am mainly asking admins and Sr.Mods like Dave (life855) Bicentennial_Man kezzer1995 Antster360 and so on..
