First off, i would advise you to read the announcements when they come out and a few of the previous ones.
Second, these afk people you talk about are called ghosts, they are players that get logged out for some various reason, but bukkit believes that they are still on the server. They cant be kicked, banned or killed. Only restarting will get rid of them, which is why the games are currently restarting after every game. This is a Mojang bug so the plugin devs can't do anything about these ghost, we just have to wait and see if 1.3 will fix this bug.
