It was a seeding type of system. The 5 clans that were seeded are Rebels, Rivals, Eternity, Elevate, Triton. Those clans were going to be spread equally with one in each bracket, however there's 5 clans with only 4 brackets which means one of those clans would inevitably be second rounded.
