As much as I 'm aware of, block-glitching isn't worth as straight up ban, the best thing you probably could have done was poke a Moderator on Teamspeak, or get one from the hub, to come and warn him c:

From what I've heard, non-bannable things such as blockglitching, abusing hidden items, and other things, can be bannable after multiple offenses.

If the screenshot shows him doing it in multiple games, then yes it is. If it is only showing one game in which he is block-glitching then it isnt.
