So, your playing on an water/ocean map? Heres my tip. If someone is escaping you on a boat and you have a fishing rod, you could try to right click and hook onto the boat, then right click again to reel him in. His boat will automatically turn into your direction and should head straight at you. And boom you countered his escape.
