Help with Plugins

So I wanna make a survival games server for my friends and I what plugins do I use to make them not break blocks besides mushrooms, leaves, and vines?

Well im not sure about other plugins but the one used for the mcsg servers is a private plugin designed solely for these servers, sorry. :/
