Sometimes I get recording software related lag spikes. I lock my fps at 120fps but it doesn't go any lower than that

I have a mac too and i get about 140fps but how do u lock it?

How cool is r 290x(temperature and how loud it is?)? Would it do a big difference if I get the Gtx 770? Thanks( I am building a gaming PC so I need some advise )

My GPU stays at a good temperature and it isn't loud. It shouldn't make too much of a difference
