How does MCSG decide what maps to accept?

I don't understand how the selection process works.
Of the two maps recently accepted only Icarus was popular; Chernobyl was actually the source of contreverciality not popularity. So does Chad just come and look at the maps and pick the ones he likes or is it just random?

I'm pretty sure some of the higher up mods discuss it and show good maps they like to chad? its fair enough accepting maps chad likes because.. it is his servers? so.. yknow (dont quote me on this if I got it wrong I am not an oracle)

When I made this it hadn't been anounced.

Chernobyl is amazing.

When it was accepted there were only two comments on its thread of people who liked it and about 26 comments about it being stolen ( an issue which still hasn't been cleared up)

I don't really like it that much. The builds lack depth and detail , although SG highway is awesome , and icarus is well built.
