its very simple first you need a fishing rod or bow

step 1: aim the fishing rod straight up (so it'll hit you on the way down)

step 2: when the bobber/end of the rod comes down jump

step 3: you should've gotten hit and boosted an extra block up

keep in mind i haven't used this trick that much, but it has worked before ( i just haven't mastered it yet)

As long as it's accessible to everyone and doesn't violate a glitch with the servers I see no reason why it wouldn't be allowed. It's like block hitting: It takes advantage of an existing component in vanilla Minecraft that can be used to gain an advantage (I think strafing > block hitting,but that's a discussion for another thread).
