No, nobody pays for VIP.

Most of the map makers are given the "VIP" rank on the servers already as is, So in other words they are given donor just in a different way.

V.I.P was made for youtubers, this way when they joined the servers they could use a command which could change there name, this way there wasn't 10000 fans screaming at them when trying to make a gameplay. (This is what is was prior to MCSGv2)

VIP gives you the priority over any other ranks except for staff, and your map votes count for 5.
