Is there really a points glitch?

I am an EU player. One day I tried playing on US. I have heard many people say that there is a point glitch where everyone has very many points. On EU I rarely even get 50 points for killing someone. I played one game on US. I killed a player and got 492 points for killing him. I looked on the leaderboards and he joined in February 2016. How could he have had that many points? On EU one day there was a guy that had 500000 points. I checked his stats and they were terrible. How do people get this many points? Is it bounties or is it a point glitch?
