I think it will, you need to use the Super Secret Setting shader called "Phosphor", then change the values in the shader file in the resource pack to whatever blur you wish. Sadly I don't think it can be used in conjunction with another resource pack.
Yep, you can. I copied the shaders folder from the motion blur pack into my pack, I put the shaders folder beside textures and mcpatcher in the assets folder.

Mine doesn't work, can you do a step-by-step on how to do the process?
1. Put the motion blur texture pack in your resource pack folder.
2. Copy the "Shaders" folder
3. Go into your assets folder of YOUR resource pack, click"Minecraft" and then paste the "Shaders" folder into the "Minecraft" folder

Just give yourself a migraine in real life. All the motion blur you will ever need xD. But seriously I am not sure how. There may be a mod or something like that.

After I've done this, is there a natural motion blur or do I have to use super secret settings?

1) Install GLSL shaders mod for 1.7.2 (or 1.7.4 if it's out, if you don't know how look up a tutorial).
2) Go to Silder's shaderpack page.
3) Scroll down to the downloads.
4) Look for 'Basic Shaders v1.03 Motion Blur'
5) Download and put it into your shader pack folder.
6) ?????
7) Profit!

By the way the ONLY thing this shaderpack does it creates motion blur, no shadows or anything else.

The mod isn't even that good anyway, and it makes you lag a LOT. Why would you even want motion blur anyway?
