Musing Plots & Using /wand

Hello, today I have 2 suggestions,

1: Being able to muse 2 plots that are next to eachother so that you can make 1 mega plot, and
2: Installing a plugin giving players the ability to use /wand to help them with their buildings

all the plots need to have the same size and we will not allow players world edit.
