Player Questions: Lag and Ghosting

I am working on a project about the Ghosting and lag. I will be asking the developers a few questions, And those questions are from you.

Probably, do you have any idea where the issue occurs that causes ghosting? Is it client-side, a Mojang/Minecraft issue, or a server issue? Is it caused by a certain plugin? Why is it particularly prevalent on EU? - shouldn't the files for non-region specific data be virtually the exact same?

Is there a way to eliminate ghosting completely?
In the EU region, is the lag more to do with how European internet operates and what is the difference between the causes of specifically EU lag and other regions?

The Lag truly can't be helped because MCSG gets DDOS'd all the time. Ghosting however can be fixed if the NCP could get toned down a bit.

How does the "tracert" command in cmd help the issue?
Will the ghosting be fixed in the near future?
Is the ghosting a host issue or something different?
