Resource Pack Makers, please Help!

so Im mixing packs to make one for each topic: SG, UHC, HCF, etc. and I found something I thought was cool.
apparently you can name your items, and I was very confused as to how that was done.

and when I tried to look into it, I couldn't find any file of any sort as to changing it.

are their any resource pack makers who know how to do this?...
