There is 12 people who spawn on the tentacles and another 12 who spawn on baby squids. 12 + 12 is 24 As said in the map rules "There can be more than one cornucopia" So like in Fallen Empire 12 tributes spawn at a different location than the other 12. It is the same concept as this map however the tributes aren't as spread out. I hope this has helped you understand better.
