Who gets kicked?

Hello Anyone who reads this?
I was just wondering how is it decided who gets kicked for a donator.
I don't mind that much getting kicked but wanted to know how its decided

last person to join the server get's kicked or the last killed if he diad after the last joined

Tributes cannot be kicked by a donator. Only spectators.
