Why can't I donate?

I was thinking about donating today but when I tried to actually donate it said no account upgrades are available at this time. Is this because of the DDos attacks?

It's probably due to the DDoS attacks and they don't want you to waste your money with servers you can't log onto since they're down

And even if you were able to donate, I wouldn't donate at this moment, because you can play on less servers.
