Why not IP-Ban?

So i play MCSG alot at the moment and i run into hackers almost every game now.
I play on EU and i know they are doing cleansweeps.
But i keep asking myself, do the hackers get IP-Banned or do they still get a temporarily ban so they can get a "Second Change"
In my opinion it would be much more usefull to IP-Ban them because if they come back onto the server they are going to hack again no matter what.
So why not IP-Ban them instantly?
This is probably not much of my bussiness but i am really curious.

Hackers get banned permanently not temporarily, however they can post a dispute. Ip bans are 1, too complicated for regular moderators to deal with on an hourly bases like we do with hackers and 2, a lot of people can play on one ip, say someone shares the same computer or even same internet as a sibling or someone can only get on using a public computer.
