It is definitely dependent on the crime/offense, If you stole a $1000 worth of items from a shop it is not worthy of the Death Penalty, but lets say you walk into the shop, kill everyone inside the shop + two more police officers coming for assistance, it is definitely worthy of it.

When you say people that have killed over 10 people I instantly think to gun rampages or something along the lines of that, even then, the gunman kills himself or gets shot in the aftermath of trying to arrest him.
