Unable to Play Beta

Not sure if this is a bug but I tried to log on to a couple different survival game servers from this site last night and I kept getting a note - "those slots are reserved for admins for testing." Does this mean that the server was full or can only admins play during testing? I appreciate any insight.

2 slots are automatically reserved for admins during this testing stage. You just need to join a server with less than 22 people.
