I'm thinking Chad will likely use a flatland with plots to maximize build height, but who knows. We'll just have to wait and see.

Plots and then you could request for bigger plots for projects when voxel sniper and terrain can be made for them !
Edit: making a spawn idea for the server and i think plot size should be 25x25 and donators get plots 50x50 !

yeah probably but what about red stone ect they cant hide it so they might have to make it about 30 deep exspecialy if there doing larger plots and people want oceans for big projects .

That can be achieved using a world generator plugin that can essentially change the generation parameters. Sky world is a good example.

No, just a plugin that changes the generation of a world that is specified to use the generator.

couldent you use mcedit to make a big flatland map that is 60 blocks deep and expand when needed?

Sky land is an epic biome for space builds.

Hmm I think there should be plots and a terrain area. That way you could build awesome structures on a side of a mountain, without having to make it. (the mountain)

Another stupid griefing thing is to place rails who go down and then straight and then minecart spam it its a mess!
