They bump it up every time, so next time it will say 6, then 7, etc.

What!?! I didn't see that. There goes my chance at being in Hell Games 9. That sucks.

They might keep changing it, so for Hell Games 10 it will be 'If you have been in any previous Hell Games since Hell Games 6, you may not apply.' Then I guess you will be able to apply again eventually.
