If you had a successful ban dispute you can apply but if you were temporary banned for those 3 days and you didn't post a ban dispute which then became successful, you will need to wait a year since the ban.

Make sure to use this guide, and read it thoroughly. Also I recommend making it 2000 words or longer, as I didn't prove to the staff I was good enough with a whopping 3300 words. Good Luck!
