Trytan this PC is around your price range and would be enough for your desirable 200FPS. Also unless you're recording with Fraps, most screen recorders don't affect frames drastically. Hope this helps you with your decision.

Try finding a PC forum in your language. They usually offer legit Windows keys for a very cheap price. My Win7 Pro costed 20€/20$.
