Correct. It merely went into beta on servers 1-10 for two weeks to get the public opinion more people disliked it than who liked it unfortunately so it was never put into action

This idea technically did materialize in the form of SG Classic, and the tier 3 chests are also present in Quarter Quell, so I wouldn't say the idea was completely useless.
