That is the best way of a inventory setup if you use scroll.

I usualy put the bow in 3rd box because I use it more often and it is easier to scroll down than up, I know this post is old but, ya know.

I found a setup that works great:
slot 1: fishing rod
slot 2:sword
slot 3:flint and steel
slot 4:bow
slot 5:extra flint and steel
slot 6:golden apple
slot 7: food
slot 8: food
slot 9: food or boat (it depends if im on a water map.)

And i put fishing rod first and flint and steel 3rd so i can scroll.But can still hotkey to my fishing rod and fns.I dont think it really matters where the bow is as long as you can have quick access to it.

I switch my FnS to (9) sword to (1) bow to (2) and fishing rod at (9) when I don't have FnS and I scroll

Mine was 1-sword 2-fns 3-rod 4-gapple 5-bow 6-gud fud 7-bad fud 8-arrows 9-spare fns/sponsor items but earlier today i made a new one 1-bow 2- fns 3-sword 4-rod 5-gapple 6-gud fud 7- bad fud 8-arrows 9-fns/sponsor item (these are both for hotkeys)
