Tier 3 chests?

So I'm just wondering, I recall in the tutorial and practice section in the basement of the old lobby, there were signs explaining the different levels of chests. Among them, one of them foreshadowed the release of tier 3 chests, which would contain very promising loot and would be difficult to reach, when they were to be released. After the change in lobbies, all mention of these chests ceased. I'm just wondering, are they still happening, or are they a scrapped idea?
