Victories Translate to Districts

I think that when you start a game, the tributes with the most wins should be from the better districts. It makes it so you can recognize who's good without having to look up their records. Also, I think showing win % would be good too. It's more like the real Hunger Games.

That's my thoughts exactly! Right now your district means literally nothing, this gives it some meaning.
