If the screenshot shows him doing it in multiple games, then yes it is. If it is only showing one game in which he is block-glitching then it isnt.

As much as I 'm aware of, block-glitching isn't worth as straight up ban, the best thing you probably could have done was poke a Moderator on Teamspeak, or get one from the hub, to come and warn him c:
