It's not about the length of the service, but of what you did in that period of time. You could probably ask an administrator why, but that was the reason why some other mod didn't get friend.

That's not how it worked at all. But ok. I had the sufficient amount of bans to get friend and met the requirements.

Well there must be a reason behind it, I doubt they would just completely forget to give you the friend rank.
