This is a nice suggestion. It'd have to be looked into from a practical point of view as Xenforo sometimes doesn't have particular features such as these.

Let's hope this recedes the hacker count on the servers ;)

I personally think the system at the moment works. If a user re-offends multiple times they're obviously not deserving of the privilege to chat. If they have truly changed their ways they're welcome to dispute the mute and could be unmuted if the senior staff find them worthy of the forgiveness...

It's highly unlikely a moderator application was replied to within 20 minutes as the process involves multiple senior staff and almost always takes at least a few days to be moved to pending. Just be patient and don't bug senior staff. Best of luck! QA:TL

An issue I have is that with some of the mini-mods who become disliked, they'll enter the staff team and give the staff team as a whole a bad impression to some players. It's not really fair on us and soon enough the staff team will be full of mini-mods who've "succeeded".

I think this is a really good idea. A good way to draw in more active players and strengthen the server's content creator community. It'd also give Moderators another role as potential stream managers and moderators.
